From the Hanover housing projects to national leadership: the journey that became NeighborHOOD Scholar.
NeighborHOOD Scholar began as a vision in 2014: a simple, stubborn idea that brilliance is evenly distributed across every neighborhood, even when opportunity is not. The movement was established in 2018 and grew into a community of people who refuse the false choice between roots and rigor.
The idea takes shape.
The NeighborHOOD Scholar movement is established.
The book NeighborHOOD Scholar is published, and the tour begins.
In August 2026, the movement came home. NeighborHOOD Scholar: Rochester Homecoming Week brought Dr. Brock back to the streets that raised him, from William Warfield Drive and the site of the former Hanover Housing Projects, to a barbershop conversation on mentorship and identity, to the book launch celebration and a community NeighborHOOD Talk.
In October 2026, the tour reached Charlotte. Booked and Busy, a networking event and book signing, filled the room with readers, entrepreneurs, and neighbors with the book in hand.
What started as a rallying cry is now a body of work: a book, a framework, and a growing table of scholars, practitioners, and neighbors building on the same conviction.

At the center of the book is one protocol: the disciplined practice of showing up whole in spaces designed to fracture you. Five movements make it real.
Where you’re from isn’t a deficit to overcome. Your proximity to complexity, your survival calibration, your street literacy, is legitimate intelligence. Real. Not alternative. Not compensatory.
Code-switching is a survival skill you earned honestly. But fragmentation charges interest to an account no one in the building can see, and the bill comes due. Name the cost first.

Dr. Leonard M. Brock is a scholar-practitioner who has spent his career walking the bridge between lived community experience and national systems change. He serves as Senior Vice President for Systems Change and Policy at CFLeads, and was the Founding Executive Director of ROC the Future and the Rochester-Monroe Anti-Poverty Initiative.
He holds a Doctor of Education from St. John Fisher University, an Executive Certificate in Philanthropic Leadership from Georgetown University, and a leadership coaching certificate from the University of Rochester’s Warner School of Education and McArdle Ramerman. Raised in Rochester, New York, and now based in Charlotte, North Carolina, he writes and speaks nationally on economic mobility, place-based change, and staying whole inside systems built to fragment.
Beyond the book, Dr. Brock advises foundations, institutions, and leaders on turning proximity into durable change: five principles that carry the work from insight to scale.
Strategy is only as true as its distance from the people it serves. The nearer the work sits to the community, the truer, and the more durable, the solution.
Design the tables, partnerships, and governance that let good ideas outlast the meeting they were born in.
Point money, will, and relationships at the same goal, so capital reinforces the work instead of pulling against it.
Whoever tells the story sets the terms of the work. Build the narrative on your own terms before someone else builds it for you.
